Dr. Phil Sallberg brings nearly 50 years of experience in healthcare and business to the legislative race, including a longtime career as a private partnership dentist, part-time work at a dental community center, and successful small business ownership in real estate, hospitality, radio, rentals, and childcare. A U.S. Air Force veteran who served overseas, he remains very active in his church and civic organizations while continuing to practice dentistry part-time. He is running to give District 13 a strong conservative voice that returns decision-making power to families and local communities.

Championing Parental Rights
Dr. Sallberg aims to make the district a strong advocate for parental rights and medical freedoms by supporting commonsense legislation that protects children and empowers families. Regarding the 2025 legislative session, he would have supported HB 2150, which bans abortions after six weeks with clear exceptions for rape, incest, or the life of the mother; HB 1254 to shield children from dangerous “gender​

affirming” medical practices; and HB 1249, the Girls’ Fairness in Sports bill, which keeps biological boys out of girls’ K-12 sports. He would also support HB 1450, allowing parents to be present in exam rooms, and HB 2307 to remove pornography from view in libraries.

​​Tackling Mental Health, Childcare, and Rural Health and Dental Care Shortages​

North Dakota faces a serious mental health crisis, especially in rural areas, where hospitals are short on beds, professionals are stretched thin by addiction and recovery work, and there simply aren’t enough healthcare providers. This includes a significant gap in dental care, particularly for seniors, as Medicare does not adequately cover routine dental services, leaving many without access to essential care.

Dr. Sallberg proposes practical, parent-driven solutions such as community-based models that offer additional mental health and therapy options without replacing licensed professionals and nonprofit, parent-owned and operated childcare centers funded directly by families. These targeted programs will fill real gaps in mental health, childcare, and rural health and dental care.
