Russell Bubach     

Candidate for North Dakota State Representative District 13

Russell Bubach brings over 35 years of dedicated public service with the USDA Farm Service Agency, where he served as Administrative Officer, District Director, and County Director. He provided administrative guidance to 51rural county offices and worked directly to implement federal agricultural programs that support farmers, ranchers, and landowners across North Dakota. As District 13 Republican Party Chairman and active church leader for over 30 years, Russell is now mostly retired and running to bring experience, stability, and strong conservative accountability back to the Legislature.

 

Making District 13 Republican Again

 

Observing low delegate turnout at the state convention highlighted the need for greater involvement in District 13. Bubach urges conservatives to become delegates, attend meetings, and participate actively in the endorsing and state conventions to ensure our values are represented. The goal is to grow the party by educating community members about Republican positions

and legislative voting records. Too many recent legislators have voted like Democrats, drifting away from the conservative values that built North Dakota. Russell Bubach is committed to restoring a strong Republican voice in Bismarck — one that puts faith, family, and freedom first while fighting for the

hardworking farmers and ranchers who power our economy. With 90% of North Dakota’s land dedicated to agriculture, we need proven leadership that understands rural America and will stand up for our way of life.

Defending Conservative Values

 

District 13 is a key battleground where core Republican ideals —individual liberty (including the rights of the unborn), personal responsibility, limited government, lower taxes, Second Amendment rights, family integrity, biological reality between the sexes, quality education, and legislative accountability—must be upheld. Bubach supports electing candidates who fully align with the Republican platform, including himself, Everett Duckworth, and Dr. Phil Sallberg.

 

Protecting the Party Process

Legislators have not participated in District meetings, conventions or even the State NDGOP Convention. Without party registration, crossover voting weakens the process.  Efforts like HB 1446, which sought to eliminate party endorsements, were defeated, but vigilance is required to maintain the integrity of the Republican nomination system and prevent dilution from within.

 Supporting Schools: North Dakota ranks 40th overall in education freedom, placing near the bottom in education choice (47th) and teacher freedom (45th), while ranking 31st in Return on Investment (ROI) for education spending. The state lags significantly in expanding parental options and could improve its education choice ranking by enacting K-12 education savings accounts, reducing excessive homeschooling regulations, and offering families greater flexibility beyond assigned public schools. The state spends the 13th-highest amount per pupil nationally (approximately $19,500 adjusted for cost of living) yet achieves only average NAEP scores in math and reading, while employing 2.81 teachers per non-teacher staff and carrying substantial unfunded pension liabilities. To strengthen ROI, North Dakota should focus on lowering per-pupil spending, improving academic outcomes, reducing growth in non-teaching staff, and addressing its unfunded teacher pension obligations. Fighting for Property Rights and Lower Taxes

Russell Bubach will strongly defend private property rights and work to protect North Dakota landowners from overreach, including private-sector land grabs

through eminent domain. He supports meaningful property tax reductions to ease the burden on families, farmers, and ranchers. His proven administrative background and commitment to fiscal responsibility will help deliver practical, common-sense solutions that keep decision-making closer to the people.
